At 0401 am on August 8th, the comprehensive command room of Xiamen Haicang Maritime Affairs Office received instructions from the command center that a container fell into the water during the operation of the "JinXX" ship at the port in Haicang jurisdiction!!
The Haicang Maritime Safety Department quickly launched the emergency plan, and the emergency response team quickly arrived at the site to organize proper handling, effectively preventing the expansion of risks.
Relying on the "major emergency" mechanism of the Haicang Maritime Affairs Office, the emergency team quickly arrived at the scene on board the "Haixun 08182" to carry out emergency response, comprehensively understanding the number and location of fallen containers, the types of goods loaded inside, and the presence of dangerous goods.
After the emergency team determines the number, location, and floating status of fallen containers on site, they will organize emergency forces to quickly dispose of them. Install positioning cones for the three sunken containers, place floating lifebuoys to determine their positions, and report the location of the sunken containers to the traffic control center. Conduct traffic control over the surrounding waters, and arrange a warning ship to guard the sunken container site.
The other three containers were towed by "Haixun 08182" to the dock for securing.
The leader of the department led a team to the scene, cooperated with the dock and the ship to develop a salvage plan on site, and requested the "JinXX" ship to conduct a comprehensive inspection of the container binding on board again, strengthen it in a timely manner, and prevent further falls.
At 0516 on the 8th, three submerged containers towed to the dock were salvaged and landed. At 1908, the remaining three containers were salvaged by a crane vessel. After diving and exploration inspection, no other abnormalities were found and the danger was resolved! Resume berthing and unberthing operations at the dock.
Next, the Xiamen Haicang Maritime Safety Department will closely track and carry out subsequent accident investigation work, and urge the dock and ship owners to strictly implement the main responsibilities of safety production.
